NOVEMBER 25, 2025 / FORT SASKATCHEWAN, AB – The Government of Alberta has introduced legislative amendments designed to modernize the regulatory environment for large-scale electricity generation for emerging technologies, like data centres. These changes aim to create a more predictable and efficient process for projects that require significant power capacity.

“Streamlined regulatory frameworks are essential to attracting investment. Enabling the prioritization of approvals for electricity generation and clarifying definitions for emerging technologies enhances Alberta’s Industrial Heartland’s value proposition, offering the certainty and efficiency investors need,” said Mark Plamondon, Executive Director of Alberta’s Industrial Heartland Association.

The amendments will allow the Alberta Electric System Operator (AESO) to prioritize approvals for projects that can demonstrate new generation tied to their operations, reaffirm AESO’s ability to manage high-load demands and recover transmission costs where appropriate, and define key terms for emerging technologies and large-scale digital infrastructure.

For Alberta’s Industrial Heartland, these measures strengthen the region’s competitive position as a hub for large-scale electricity generation that enables energy-intensive projects.

“Coupled with world-class carbon capture and storage (CCS) infrastructure already operating in the region, these regulatory improvements create a unique advantage for companies seeking both reliable power and credible pathways to decarbonization,” Plamondon said.

By reducing uncertainty and aligning regulatory processes with market realities, the Heartland becomes an even more attractive destination for capital investment in low-carbon growth.
